Horseshoe Gaming Holding Corporation was founded in 1993 with the only asset being the right to use the Horseshoe name in the casino. Corporations are private holding companies most of which are owned by Jack Binion.

In 1994, the company acquired Horseshoe Casino Bossier City. The following year, he opened a second casino Casino Horseshoe Casino.
In 1999 the company expanded by acquiring the Casino Consort and two casinos.
In 2001, the Queen's Casino in Joliet was sold and Queen Casino in Hammond was renamed Horseshoe Casino Hammond which was opened with a new name on May 4, 2001.
In 2004 the company was sold to Harrah's Entertainment which maintains the company as an operating company for Horseshoe branded casinos.
