Hillsborough County is a county in the US state of Florida. In the 2010 census, the population was 1,229,226, making it the fourth most populous area in Florida and the most densely populated area outside of the Miami Metropolitan Area. The 2017 forecast has a population of Hillsborough County at 1,408,566 people, which is itself larger than the population of ten countries according to their 2017 population estimate. The county seat and largest city is Tampa.

Histori
Hillsborough County was created on January 25, 1834, from Alachua and Monroe County, during the US territorial period (1822-1845). The new district was named Wills Hill, Earl of Hillsborough, who served as British Foreign Secretary for Colonies from 1768 to 1772. The district was created through the efforts of Augustus Steele.
The area of ââ1834 in the area is much larger and covers eight other districts today: Charlotte County, DeSoto, Hardee, Manatee, Pasco, Pinellas, Polk, and Sarasota.
The last significant change on the Hillsborough County border is the western partition to create Pinellas County, in 1911.
On New Year's Day in 1914, Strip Airboat St. Petersburg-Tampa started the world's first scheduled commercial airline service, from St. Petersburg. Petersburg to Tampa.

Geography
According to the US Census Bureau, the county has a total area of ââ1,266 square miles (3,280 km 2 ), of which 1,020 square miles (2,600 km 2 ) are land and 246 square miles 640Ã, km 2 ) (19.4%) is water. There are about 158.27 miles (254,71 km) of coastline in Tampa Bay.
Regions with no district links are approximately 888 square miles (2,300 km 2 ), more than 84 percent of the total land area. City accounts for 163 square miles (420 km 2 ). The modern boundaries of the county put him in the middle along the west coast of Florida.
A small part of Hillsborough County in the south, almost entirely composed of water, extends westward to the Mexican Gulf roughly along the Tampa Harbor Shipping Port. It has the effect of keeping Hillsborough County from being technically landlocked. The central part of the Sunshine Skyway Bridge is in Hillsborough County. So does Egmont Key, at the entrance to Tampa Bay; This narrow strip separates Pinellas County from Manatee County. The northernmost tip of the spoiled island west of Port Manatee is also located in Hillsborough County.
Hillsborough is home to Alafia River State Park and the Hillsborough River country parks, and to C. W. Bill Young Regional Reservoir and Lithia Springs, one of Florida's largest natural springs.

There were 536,092 households where 29.74% had children under the age of 18 living with them, 44.25% were married couples living together, 14.76% had unmarried female households present, and 35.69 % is not family. 27.12% of all households consist of individuals and 7.96% (2.35% male and 5.61% female) have a person who lives alone aged 65 years or older. The average household size was 2.55 and the average family size was 3.11.
The age distribution is as follows: 23.9% are under the age of 18, 10.5% from 18 to 24, 28.3% from 25 to 44, 25.4% from 45 to 64, and 11.8% years or older. The median age was 36.1 years. For every 100 women there are 95.1 men. For every 100 women age 18 and over, there are 92.1 men.
The average income for households in the area is $ 49,536, and the average income for families is $ 59,886. Men have an average income of $ 43,125 compared to $ 35,184 for women. The per capita income for the county is $ 27,062. About 10.7% of families and 14.2% of the population are below the poverty line, including 19.9% ââof those under the age of 18 and 9.6% of those aged 65 and older.
In 2010, 15.1% of the district population was born abroad, with 44.5% of American citizens naturalized. Of the foreign-born population, 67.5% were born in Latin America, 16.7% were born in Asia, 9.2% were born in Europe, 3.2% were born in Africa, 3.1% in North America, and 0.3% % born in Oceania.
2000 Census
In the 2000 census, there were 998,948 people, 391,357 households, and 255,164 families living in the area. Population density is 951 people per square mile (367/km ò). There are 425,962 housing units with an average density of 405 per square mile (156/kmò). Racial makeup of the county is 75.17% White (63.3% Non-Hispanic White), 14.96% Black or African American, 0.39% Native American, 2.20% Asian, 0.07% Pacific Island, 4.66% of other races, and 2.56% of two or more races. 17.99% of the population is Hispanic or Latino of any race. The area is the thirty-second most populated area in the country.
There are 391,357 households of 31.40% who have children under the age of 18 living with them, 47.70% are married couples living together, 13.20% have unmarried female households present, and 34.80 % is not family. 26.90% of all households are made up of individuals and 8.10% have someone living alone who is 65 years of age or older. The average household size was 2.51 and the average family size was 3.07.
The age distribution is as follows: 25.30% are under the age of 18, 9.30% from 18 to 24, 31.70% from 25 to 44, 21.70% from 45 to 64, and 12.00% are 65 years or more. The average age is 35 years. For every 100 women there are 95.80 males. For every 100 women age 18 and over, there are 92.70 men.
The average income for households in the area is $ 40,663, and the average income for families is $ 48,223. Men have an average income of $ 34,111 compared to $ 26,962 for women. The per capita income for the county is $ 21,812. Approximately 9.10% of families and 12.50% of the population are below the poverty line, including 17.20% of those under the age of 18 and 10.00% of those aged 65 and older.

Language
In 2010, 74.59% of the population spoke only English at home, 19.52% spoke Spanish, 0.56% French Creole (mainly Haitian Creole,) and 0.51% spoke Vietnamese as their native language. In total, 25.41% of the population speak languages ââother than English as their primary language.
Politics and government
Hillsborough County tends to tilt Democrats, who have not won by Republican presidential candidates since the 2004 elections. However, for the last quarter century, this is a powerful swing area in one of the country's most important swings. This is part of the politically important I-4 Corridor between Tampa Bay and Orlando, a region that historically decided on most of Florida's elections. Hillsborough is considered a bellwether district, casting a vote for a statewide winner in every presidential election from 1964-2012. It has also chosen the winner of the presidency in every election since 1928 except for twice, opting for the losers only in 1992 and 2016.
In 2008, Barack Obama won the county by seven points, the first Democrat to seize the county since Bill Clinton's 1996 election victory. Obama won Hillsborough again in 2012 over Republican presidential candidate Mitt Romney by the same margin.
A House Rules Charter for Hillsborough County was approved by voters in a referendum throughout the county held in September 1983, and the first District Commissioner elected under the new charter took office on 28 May 1985.
The House Rules Charter divides the power of local government between the legislative and executive branches. The Regional Board of Commissioners, which forms the legislative branch, sets the overall policy through procedures, resolutions and movements.
The executive powers of the local government are granted to the District Administrator, who is appointed by the District Commissioner and charged by the charter to exercise the Council's authority faithfully. This Charter provides for County Prosecutors, for hire by the District Administrator with advice and approval from County Commissioners. The Charter contains provisions for the Charter Review Board appointed by the County Commissioner every five years to undertake a study of the local government and propose amendments to the charter. This amendment must be submitted to the voter for approval. One amendment was approved in November 2002, adding the position of the Local Internal Performance Auditor to the government structure. This position reports directly to the District Commission.
There are seven members of the County Board of Commissioners for Hillsborough County. Four were selected from single-member districts, and three elected large districts. The Board approves the County's operational and capital budgets and the County capital improvement program. It may take action on each program to improve the area and the well-being of its inhabitants.

Under the Charter Ordinance in force in May 1985, the County Commissioner was directed to exercise the legislative function of the government by developing policies for the management of Hillsborough County. The District Administrator, a professional appointed by the Council, and administrative staff are responsible for the implementation of these policies.
The Council also serves as the Environmental Protection Commission. Individual Board Members serve on different boards, authorities and commissions such as Hillsborough County Transit Authority, Tampa Bay Waterfront Boarding Board, Tampa Bay Water, Aviation Authority, Freeway Authority, Sports Authority, Port Authority, Hillsborough County Arts Council, Council Children, Metropolitan Planning Organization, and Government Council.
Hillsborough County fined sales tax of 1% over Florida 6%. Only collected on the first $ 5000 of any major purchase.

Hillsborough County Public Schools operates public schools in this area. Hillsborough County has the eighth-largest school district in the United States consisting of 206 schools (133 primary schools, 42 secondary schools, 2 K-8 schools, 27 traditional high schools and 4 career centers; 73 additional schools including charter, ESE, etc.). By 2013, twelve of 27 Hillsborough County public schools are ranked in the list of the Best American High Schools in Newsweek. In 2012 and 2013, all 27 public high schools were included in Washington 2000's list of the most challenging schools in America.

Local agencies
There are several institutions that provide law enforcement to Hillsborough County residents. They are all law enforcement agencies that are accredited and fully certified by FDLE.
The Emergency Management Office is a division of Hillsborough County Fire Rescue that is directly responsible for the planning and coordination of evacuation and protection of all inhabitants of the area in the event of a natural or artificial disaster. The HEART Evacuation Gauges (HEAT) has been created to assist Hillsborough County residents by providing evacuation and protection information during storms or other natural disasters. This interactive program is designed to help people easily determine if they are in one of five evacuation zones. It also provides information about shelters, hospitals, fire stations and sandbag locations.
The Emergency Management Office also provides information to the public on the following matters: Hurricane Information, Procedures for Spillages of Dangerous Materials, Flood Preparedness, Tornado Preparedness, Wildfire Preparedness and Terrorism Preparedness.
